Each tribal chief was important and thus could build a grand tomb for himself. The difference between the nobles and sultans often being that the Sultans would have octagonal tombs. ( Later even Even the important nobles such as Isa Khan of the Sur dynasty had an octagonal garden tomb)
Given the number of tombs built in the Lodi Era a huge area became marked as a necropolis and was called Bagh e Jadh.
It extended from Sultan Bahlol Lodi’s tomb, present day Lodi Gardens and modern Delhi Golf Club..
This later got shortened to Jadh Bagh and to my mind the present day Jor Bagh is part of that necropolis.
